ORLEANS - Gail Rainey, 73, founder of Rainey Medical Labs and long-time Orleans board of health member, died Wednesday, 28 June 2006, at Cape Cod Hospital after a long illness.
Rainey was elected to the first independent board of health in Orleans in 1985 and served as chairman for at least half of her 20 years on the board. In May, she was honored for her years of service by annual town meeting voters, who named her Orleans Citizen of the Year.
Current board of health chairman Jan Schneider said Rainey established a tradition on the board of working with petitioners to solve problems.
"It was exemplary how she looked at her role as an elected official as being responsible for the well-being of all citizens and she made it a point to be respectful to all individuals," he said.
Rainey was born August 18, 1932 in Milford, Conn. and began vacationing in Orleans in the 1940's.
She briefly attended Mills College, and in 1951 joined the U.S. Army, served in Texas, and was trained as an X-ray technologist. After her discharge in 1952, she attended Adelphi University on Long Island and graduated with high honors. Afterward, she attended Brooklyn Medical School, but her dreams of becoming a physician were sidetracked after three years and at the urging of her pathology professor, she left school and went to work with him establishing a state medical lab in 1962.
In 1965, at the urging of her Orleans friends and family, she came home to Orleans and opened a medical lab. Rainey Medical Lab was the first outpatient facility on the Cape and until its creation, all outpatient lab services required a trip to the hospital in Hyannis. She opened branches in Harwich in 1982 and in Wellfleet in 1984. During her years at Rainey Medical, she became a friend to many of her patients and offered her services above and beyond a typical businessperson. She'd make "house calls" or open her lab early or stay late to accommodate her patients. She managed the three sites and worked in the Orleans facility until she sold the business in 1989.
In 1984 Rainey was named Cape Cod Woman of the Year by the Cape Cod Chamber of Commerce and in 1985 she was named "Massachusetts Woman of the Year."
Ms. Rainey was an active volunteer, participating in a variety of community activities. She served two years on the committee planning Cape Cod Regional Technical High School in Harwich and was instrumental in ensuring the town-by-town ratification of this regional school concept. She then served four years on the Nauset Regional School Committee, serving as chairwoman for half that period. She served on the town Mental Health Council from 1982 to 1983, was a member and treasurer of Board of Directors of the Academy of Performing Arts in 1984, co-chairwoman of the Lagoon Study Committee, and a member of the board of the Cape Cod AIDS Council.
"She had the biggest heart of anybody I know," said longtime friend and board of health member Augusta "Gussie" McKusick.
Rainey leaves her beloved partner of 40 years, Jan Krusen, many friends, and extended family. A memorial service will be held at a later date.

Peter A. Raiskio, 56
Yarmouthport – Deputy Peter A. Raiskio, 56, deputy fire chief for the town of Yarmouth, died on Feb. 14, 2007.
He was the husband of Joyce (McDonald) Raiskio.
Born and raised in Barnstable Village, he was a 1968 graduate of Barnstable High School. He served with the Army National Guard from 1969-1975. A fire science major, he received his Associate’s degree from Cape Cod Community College, and his Bachelor’s degree from Ana Maria College. He began his career at the age of 16 as a call firefighter for the Barnstable Village Fire District. In October of 1972, he became a full-time firefighter with the town of Yarmouth, and served in every rank working his way from firefighter to deputy chief on Dec. 31, 2003. He was the first person to fill the position of full-time fire inspector for the town, and he instituted and continued to coordinate the Work to Learn internship program with Dennis-Yarmouth High School students for the past 10 years.
Deputy Raiskio served as an instructor at the Barnstable County Fire Academy, and was one of the founders and president of the Cape Cod Fire Prevention Association. He was also one of the first Juvenile Fire Setters counselors and one of the earliest EMTs in Massachusetts.
In addition to his wife, he leaves two sons, Kai A. Raiskio of Mashpee and Eric C. Raiskio of Brewster; a granddaughter, Savannah Raiskio; two sisters; and two brothers.
Visiting hours were held on Sunday, Feb. 18 at the Morris & O’Connor Funeral Home in South Yarmouth. A memorial service was held on Feb. 19 at the First Congregational Church of Yarmouth.
